package dependencies do not include all required files

Bug Description

The kdevelop website has a page listing requirements:

http://www.kdevelop.org/index.html?filename=3.3/requirements.html

These requirements include autoconf, automake, libtool, and make.

However, according to the webpage for the kdevelop ubuntu package,
these are merely "recommended":

http://www.kdevelop.org/index.html?filename=3.3/requirements.html

Should their status be changed to "depends"?

Those are dependencies for compiling (ie. build-depends). Having them recommended is fine, as kdevelop is usable without them.
