Bug Description
Most people don't know what nominating a bug for a release means. To reduce the workload of the people approving nominations, it makes sense to limit the possibility to nominate bugs for a release to bug contacts only.

Hello Bjorn,
the number of people able to approve/denial bug nominations will increase when the Bug permissions for MOTU[1] spec is implemented. Is it really necessary to restrict who will be able to nominate bugs?
