wish: filter editor - move filter explanation in a popup

Bug Description

In the filter editor there's an explanation of what currently selected fx do.
Could this be turned into a button (at the right of fx dropdown) that will open a popup with just a close button.

Once you've understood what a fx is usefull for, the explanation is more an annoyance than an help because
it takes way too much space (especially in French)

You can turn the filter primitive infobox off completely in the preferences:

Inkscape stable:
Inkscape Preferences > Filters: [ ] Show filter primitives infobox

Inkscape trunk:
Inkscape Preferences > Interface: [ ] Show filter primitives infobox

<option>IMHO the current available options are ok (verbose for new users, advanced users can turn it off completely): I'd rather see development efforts spent on a redesign of the filter editor itself, than adding a minor partial redesign for one minor aspect of the current GUI.</opinion>
