Can't set all a project group's projects as using Answers

Bug Description
There is no way to specify that all the projects in a project group use Launchpad Answers.
(This bug report previously also covered Launchpad Bugs, which is already covered by bug 87228.)

Also have this problem - those who are starting a super-project will not have an external bug tracker; those who do might just prefer Launchpad's ;-) - should be an option.
