Need to document the new APIs added in as part of the PKI work which allows the fetch of the the CA and signing certificates.

I believe this was all implemented in /credentials rather than /certificates and is documented.

The abandoned patch had /certifications as the resource:

 Which was never implemented.

This also pertains only to the PKI token provider - which has been officially deprecated in keystone as of Mitaka.
