I propose adding an option to Preferences > SVG output > Path Data > "Force relative coordinates"

I'm using Inkscape to create standalone objects (for an external program) and having relative coordinates makes the object's manipulation much more effortless. At the moment it is possible to change some objects to relative coordinates by moving them far away from the document area, but having a real option for it would do the trick.

Force relative coordinates would change all path data to relative and remove their transform matrices as well [unless 'flatten transforms' should be a completely different option?].

I think it would also be useful to have an option (or maybe a script?) to quickly convert selected paths interactively to relative coordinates or absolute coordinates respectively (that means independently from a global setting).

Sometimes I find it useful to tweak some paths manually:
- When translating a path manually (without using a transform) this is straightforward with relative paths (only changing first two coordinates).
- When "drawing" a path manually it's often easier to think in a coordinate system rather than in relative movements, therefore working with absolute path data.
