Boot-Repair may need internet for various actions:
1) Purging, downloading then reinstalling GRUB
2) Purging, downloading then reinstalling the Linux kernel
3) Uploading the BootInfo onto a pastebin
4) Participating to statistics of use
So, Boot-Repair can always be used without internet, except when GRUB or Linux purge is needed.
In case your internet is connected (eg you can browse the web via Firefox) but Boot-Repair doesn't detect it:
1) please create a new bug report here: https:/
2) you can workaround this issue by UNTICKING the "Check internet connection" option in the Advanced options --> "Other options" tab of Boot-Repair.
