Cannot install AWN - ERROR - you probably have to install development version of python

I have downloaded the source on to my Ubunu 15.04 install, and when I run ./configure, I always get the following error

 ERROR!
   You probably have to install the development version of the Python package
   for your distribution. The exact name of this package varies among them.

I have consulted many support threads on this issue, but none of them seems to have the solution. What to do?

1. The package that you probably need is python-dev or python3-dev (depending whether you are using python 2.* or python 3.*)

2. Ubuntu 15.04 is not supported any more (End of life date Feb 4, 2016). You should consider upgrading to a supported release (e.g. Ubuntu 15.10).
