Windows to Linux

Before I try this, can I use APTonCD on Windows to load the packages and then transfer it to my Linux machine? This is because my Linux box is offline.

no, they cant be 'loaded'. Windows and Linux are completely different, things dont work like that. You must install it whilst the linux machine is online

You can generate a package download script from within Synaptic after making a package selection, then download the packages using a machine connected to the internet and then add the downloaded packages to Synaptic via File menu.
