APT

error in connecting to network

W: Failed to fetch http://archive.ubuntu.com/ubuntu/pool/main/h/hal/libhal1_0.5.9-1ubuntu2~feisty1_i386.deb
  Could not connect to localhost:4001 (127.0.0.1). - connect (111 Connection refused)

Not even the reloading of the packages is taking place .... it is looking for 4001 port

Please help ////////////

Hello,

Have you installed the anon-proxy package? If so you may want to remove it then restart the computer to solve this.
