Why doesn't Ubuntu apt/servers download indexes incrementally?

Why doesn't Ubuntu apt-get download indexes incrementally, like Debian (testing) does for ages?
Is the feature still considered experimental? (although it is included in Sage)
Is it a server infra-structure problem?
When we can expect Ubuntu to support it?

Well, at least you bug entry answered part of the question ;-)
Let's hope someone now can answer why the Ubuntu servers don't store the incremental indexers...

A: Because Ubuntu uses a different server component than Debian.

The build infrastructure for Ubuntu is completely different than Debian.
