How to disable core dumps without disabling Apport?

Lynis security auditing tool suggest disabling core dumps:

  * If not required, consider explicit disabling of core dump in /etc/security/limits.conf file [KRNL-5820]
      https://cisofy.com/lynis/controls/KRNL-5820/

But it seems [Apport revert the changes](https://askubuntu.com/a/1170078/349837). How can I disable core dumps without disabling Apport completely?
