Where does the report go?

On my Ubuntu installation, apport has caught a few crashes, and I tried reporting them.

Am I right in assuming that once I get to the web page for reporting a bug, the crash report has already been submitted? This wasn't clear to me at all. I expected the crash report to be linked to the bug I chose or reported in some way, but so far haven't been able to find anything like that in the corresponding bug reports.

So are the crash reports dealt with outside the regular bug tracker? And are these not posted publically? For privacy reasons?

Usually the crash report is sent with the bug report but sometimes it isn't. It depends on which package it is like firefox usually won't send a crash report. Depending on what type of information is in the crash report they are sometimes made private for privacy reasons.
