install app-install-data and packagekit packages, then delete /var/cache/

Thanks Mario Guerriero, that solved my question.

After manual "sudo appcenter"
I get the following:
[_LOG_LEVEL_DEBUG 14:14:38.238031] [PackageKit] emit transaction-
[_LOG_LEVEL_WARN 14:14:38.238123] DBManager.vala:136: Error: Package name qtodo could not be resolved.
[_LOG_LEVEL_WARN 14:14:38.240820] AppsManager.
It does still not work, it only worked for me when trying to build manual with the sources
