[oah.rules] Add --print-errors and || exit 1 for all tools using pkg-config.

This will cause the build to stop when pkg-config based tools are running. Which is much better than the build failing when compiling code.

[wix] Improve link.exe replacment and add WIX variables for imprtant installer fields.

MoveLinkBack.vbs is a script for moving link.exe (which is moved when installing) back to VC\bin when uninstalling. This script can fail, but will then warn the user!
