Get rid of the very unsafe `nevow.test.segfault` module.

Instead have the test which previously used it generate the code it needs when it runs.

Declare in Nevow's setup.py that Nevow depends on Twisted.

Note that this does not yet quite make tools like `pip install` work with Nevow because
of the dependency of setup.py itself on Twisted (by way of the `nevow` import).
