Can this package be updated?

Upstream is on version 9.0, the latest qemu in Focal expects ~8.0 and the latest version available, even in Groovy is 7.0.

I suggest you report a bug. If the bug and security fixes are significant then the package will be updated sooner rather than later. Ubuntu is not a rolling release distribution and packages can be left unupdated in favour of one's with genuine issues.
Packages are rarely updated unless there are problems or the version is no longer supported. Stability is king over getting the newest versions in the repositories. This is especially true with the LTS releases

You may find a PPA here on Launchpad.net. Remember to filter the PPA for your release. Not all PPAs support all releases.

You have to be aware that Ubuntu is taking over packages from Debian (to avoid double packaging work) - usually from "unstrable" or "testing". Debian currently has virt-viewer 9.0 in its "experimental" suite. https://packages.debian.org/search?keywords=virt-viewer

You can expect that as soon as the Debian package has proven to work well in experimental and has been copied to unstable, then Ubuntu will also take that new version into its development version.

Versions in Ubuntu releases that have already been published, are upgraded only in exceptional cases.
