You have to be aware that Ubuntu is taking over packages from Debian to avoid double packaging work. As far as I can see, also Debian does not yet have rng-tool version 6.7. I assume that the first step must be to bring that new version into Debian.

Another possibility for Ubuntu is creating a PPA with that software version.
