You have to be aware that Ubuntu is taking over packages from Debian (to avoid double packaging work), and far as I can see also Debian has only version 1.3.3.
First step to bring 1.3.4 into Ubuntu is creating a bug report in the Debian bug tracker, that they upgrade their package. Ubuntu will then follow.

Can you help with this problem?
