New version of ibus-libpinyin is not available on Ubuntu 20.04

A newer version of ibus-libpinyin provides the function of user-defined inputs. However, it is only available on 22.04, but not on 20.04. Could you please make it available on 20.04? We would greatly appreciate it.

I suggest you report a bug. Mark it as a feature request and it may be backported

See the linked FAQ for the process around updating packages in older Ubuntu releases.
If you upgrade your system to Ubuntu 22.04 you will get the updated version.
