I suggest you report a bug. If the bug and security fixes are significant then the package will be updated sooner rather than later. Ubuntu is not a rolling release distribution and packages can be left unupdated in favour of one's with genuine issues.

There may be a PPA here on Launchpad.net but these obviously come with the usual caveats of a PPA.

Remember to filter the PPA for your release name. Not all PPAs support all releases

You have to be aware that Ubuntu is taking over software from Debian (to avoid double packaging work), and also in Debian there is blt only in versions up to 2.5.3 - https://packages.debian.org/src:blt

First steps to bring blt version 3.* (or higher) into Ubuntu must be creating bug reports in both Debian's bug tracker and Ubuntu's bug tracker.

OK. I will suggest to debian maintainer to add BLT 3.0 build.
