Check the file conformity. The error message looks to be even quite specific where do you need to look. It must be a valid xml file.

Well, as the error message says there's two <Plugins> tag opened in your adchpp.xml file and only one is closed. It's obvious. You have to remove one of the opening tags, most probably the single one without a path.

One of them is commented out in the example config https://sourceforge.net/p/adchpp/code/ci/default/tree/etc/adchpp.xml and the documentation also mentions why.
The one that commented out is an example for Linux configs where the path should be always specified. The one without comments is often used in Windows where you don't need to specify absolute paths.

Default values in ADCH++ are often set in favour of Windows usage because Windows users are usually not as experienced as Linux people.
