There's no such settting atm. You can file a bug report about it.

You should compile from a bzr checkout or branch to get the revision number added.

If its really so then its a bug, report it to the bug tracker please.

For these you can use various ptokax bots through the adchpp-ptokax interface ot the beta native guard script (will be released in the next version of ADCH++, available at the developer's own branch, https://code.launchpad.net/~pierreparys/adchpp/adchpp_guard )

For the chat allowment question read the documentation ( http://adchpp.sourceforge.net/guide.html ).
The rest need more information to see if they are bugs or configuration problem etc. so ask them in the public DC development hub ( adcs://devpublic.adcportal.com:16591 )
